Bihaå, 09 August, 1997(AIM)- Municipal Council in Bihac proclaimed that Bihac was an open city, in accordance to the decision made this weekend. The decision making was preceded by a lengthy discussion about the meaning of the concept of the open city as conceived by the Dayton Accord.

The atmosphere in the municipal city hall was gloomy, showing the how significant was the dilemma of the councilors. Nevertheless, decision has been made. We are to hope that this decision would at least make a symbolic difference in the darkness of the mononationalism in this canton.(end)
